    "content": "centers will help in solving this problem so that those young people can only go for an exam and get tested. If they have the skill, they will be accredited and given the certificates and those certificates will help them in getting employment. You will realise that right now we have so many things happening in our country. We have the Big Four Agenda. One of the pillars of the Big Four Agenda is housing. In Housing, we will need thousands of plumbers, carpenters and electricians. We have a very small number of certified skilled young people. I was just having a chat with my colleague, Hon. Njagua and he indicated to me that one of the companies in Starehe Constituency, just like one of the companies building the railway line in this country that passes through my constituency, wanted some young people to do some masonry work. In the list that was presented, out of 100 people that Njagua presented to the company, only four had the certificate and yet all of them had the experience. That is why we are saying that the majority of young people have knowledge but they do not have the papers to qualify for jobs or get assistance so that they can start their businesses. This Motion is coming with a solution to this problem. Therefore, I support the Motion because it will give an opportunity to every constituency to have an apprentice centre where young people will be tested. They do not have to go to class for six months or one year while you have the skill that you are going to look for. It is only fair that we have those centres so that those with the skills, whether carpentry, masonry, electrical, and they have acquired the skill through experience over time, can only be tested and given the certificate that they require.
