I would have proposed that if we want to move this country and we are coming up with systems that are developed, why do we not just encourage the use of the electronic form? If we do so, identification of ownership becomes biometric and we ensure that whatever we put in the systems cannot be manipulated easily. It is easier to manipulate physical documents than it is to manipulate electronic ones, other than in the last general elections. I think it is important that we address these issues so that by the time we pass this Bill, it supports our people."
