    "content": "I wish to encourage the regulatory-making authorities to, as much as is practicable, consult with Parliament, this Committee and the leadership, before the publication of any Regulations. I say this because this dialogue will as far as possible assist the authorities and impact awareness so that we do not use the Floor of the House or its committees to annul Regulations. If we consult before the Regulations are published, we will have a better consensus between Parliament and the authorities, bodies or institutions that own the Regulations."
