    "content": "This Petition is timely as it will enable young persons to surmount the difficulties they already experience when they are looking for employment opportunities which are already scarce. They do not have title deeds and referees in order to access loans and opportunities for investment. They are already having immense difficulties on their path. Adding this difficulty by levying charges that do not make sense is something that shows that we are not sensitive, or appreciative of the fact that they need encouragement."
