Can you imagine that some constituencies have people walking for over 30 kilometres in search of water? Surely, as the Minister for Water and Irrigation, who do I give water first? Somebody who can get water a kilometre away or someone who has got to walk 20 kilometres to get water? Those are some of the things that all us hon. Members have got to understand. That is what I actually base my decisions on when identifying places to provide water."
