    "content": "As you are aware, under the Fourth Schedule of the Constitution, transport is a shared function between the national Government and county governments. In particular, the county government is charged with the functions of traffic and parking. This is in Paragraph 5(c) of Part 2 of the Fourth Schedule. Further, Article 174(f) of the Constitution of Kenya states that one of the core objects of devolution is the promotion of social and economic development and the provision of easily accessible services throughout Kenya."
