    "content": "Madam Temporary Speaker, allow me to give a brief overview of the Bill. Clause 2 of this Bill contains various definitions of terms relevant to the Bill. These definitions are necessary for avoidance of doubts and consider the various jurisdictions of the national Government and county government as concerns roads. Clause 3 of the Bill concerns the object and purpose of the Bill.
