    "content": "Clause 9 of the Bill states that the County Executive Committee Member for transport shall designate areas for use by pedestrians for the purposes of crossing a major road in the county in a manner that does not interfere with the flow of traffic. This clause requires the Chief Executive Committee (CEC) member in charge of transport to ensure the construction of footbridges or any other convenience for use by pedestrians to cross a major road."
