    "content": "This Bill is spot on. There is clarity, provision for penalties and I think I also saw a transition Clause, that immediately this law comes into operation, it needs to be acted upon. All that has been put into place and I think we have something that we will be remembered for as Senate, which is creating the much needed order in the counties."
