"content": "I think the national Government is trying to retain roads which should be county roads within its portfolio. We should have that sensible discussion because if these resources were available to the counties, we would be seeing more positive work. Look at the county where the distinguished Senator for Kakamega comes from. I think your Governor has been able to do a lot of things with resources. I think since the Kibaki Government and the construction of mama Lucy Kibaki Hospital, the national Government has not been able to build a new Level 5 hospital or an even a superior health facility in the entire country, including Nairobi. Look at what the County Government of Kakamega has done. They have built two modern hospitals that when completed, and if they can have the right equipment and human resources, all the people will be Kakamega-bound for health services. In the County of Nakuru, I saw the other day the First Lady opening a very modern hospital and yet if you look at what the national Government has done, I do not think there is a new referral hospital that the national Government has built in the last 10 years. In fact, other than the ones attached to the universities and Nyeri, there is no referral hospital that has been built by the national Government. This qualifies a case for putting more resources in the counties and if more resources were put on roads in the counties, we would have a replica of what is happening in Kakamega. If there are governors who are doing good and valuable work, they will be a model for the entire country. With those remarks, I fully support this Bill."
