    "content": "I urge the Committee to look at the procurement procedure. The purpose of the NG-CDF is to take development to the ground. Its purpose is also to assist local contractors gain sufficient experience and skills to enable them operate to the next level. Unfortunately, they insist that we must adhere to the Public Procurement and Disposal Act in the procurement of services and goods and it makes it a challenge to bring forth or develop the small contractors. We request that as much as it is prudent and it is good financial management to comply with the Public Procurement and Disposal Act, it is important that an element of relaxation or a proviso be provided to enable us bring up these people."
