    "content": "There is the oversight committee where the Member is supposed to have four other members but, unfortunately, it has a very small budget. I think that oversight committee is very important and should be relooked at again by the committee dealing with the NG-CDF. We also have the challenge of the board of the management. Right now, the board is composed of four Principal Secretaries of the related ministries such as Education, Planning and National Treasury. If those PSs are not joined by the CEO or if one of them does not show up, there is no quorum."
