    "content": "If you go round the constituencies, you can see projects that have been funded by the CDF as has been said by all my colleagues. The projects that you can see and pinpoint are those that have been supported by the NG-CDF and not by the devolved funds. Bursary funds should either be increased or completely consolidated to be within the NG-CDF. Its impact is so great in the constituencies that you can pinpoint it. The constituents know which child in which village got bursary funds. For those other funds, you do not know who has received what money. I urge the Committee that these are some of the areas that we need to look at to see if we can increase the percentage of the bursary funds that go to the children. On disbursement, as my colleagues have said, I want to urge the Treasury to release these funds on time. As I speak, we have not received money for the last quarter of the last financial year or for the first quarter of this financial year and yet we have programmes lined up to be done. Nothing is happening. It is frustrating because when we go home, they expect to see that this-and-this is happening as we promised. So, disbursement of funds must be timely so that we can run the programmes that we have planned. I do not want to take so much time. I can see my colleagues are here and they are few and they probably want to talk and go. I will again say congratulations to the Committee. I beg to support. Thank you."
