    "content": "One of my colleagues talked about quantity surveyors who are supposed to do proper BQs for projects. I think it is high time we ensured that procurement at the constituency level and the project management committee level is solid enough to avoid corruption and make sure that there is no duplication of work. Why am I saying this? You find that at the ward level, you have a project management committee, which comes up with a project for the ward. They make sure that the project is implemented, accounting for every cent that goes into that project. In the same ward, there is a ward administrator and a member of the county assembly (MCA).
