"content": "what is coming from the county government cannot be seen. This is wastage of public resources. I think the Committee, led by Hon. Kathuri, a lawyer that we respect, needs to come up with a legal framework to affirm that development at the constituency level must be a mandatory undertaking by all levels of the Government. I know many Members of Parliament want to speak on this Motion. We are going to support the Committee to make sure that we have proper development and financing laws of Government projects. We do not want the situation where it is the national Government or county governments that are doing development. The NG-CDF is doing development. We are all working for Kenyans. Let us have one single body at the constituency level to manage all the resources, such that when the Cabinet Secretary for the National Treasury releases money for water, that money is shared out among the 290 constituencies and the intended projects are implemented at the constituency level. When the Cabinet Secretary in charge of roads comes up with a budget for tarmacking roads, that money should equally be distributed to the 290 constituencies in the country, so that the projects can be managed at the constituency level. That is how we are going to create wealth for our people at the constituency level. May God bless this Committee. This is one of the best reports I have ever seen. I support."
