"content": "I have one contribution to make and I will use the Adam Smith’s Principle on taxation. One of the principles of taxation is the benefits principle. In his book, The Wealth of Nations, Chapter two, Adam smith says that the allocation of resources in the public sector must respond directly to the consumer wishes. When you are allocating funds to the NG-CDF, the first thing we do is conduct a public participation exercise. What does the community and the society need? That is why I was saying, if there is any fund in this country that should be protected, that is properly utilised, that comes from the National Treasury with an AIE of what it should be spent on, it is the NG-CDF. I support that we continue to support this move towards having this special fund of the NG-CDF working for the people of this country especially the Wanjikus, the Halimas and the Aumas, who pay taxes. Thank you."
