The last time this matter was debated, Sen. (Dr.) Musuruve had 13 more minutes. The Standing Orders provide that if the Senator who has the first opportunity to complete a contribution is not present at the time when the agenda of the business is called, he or she loses the opportunity to exhaust the remainder of their time.
