    "content": "Madam Temporary Speaker, it is sad to note that those former councillors are living in a sorry state such that most of them are even unable to sustain their families. Some of them even come to me for assistance to pay school fees for their daughters; it is embarrassing! Therefore, it is important, as leaders, that we consider this Motion. However, as we do this, we would like to have a legislative instrument that is going to implement this resolution. According to the report that was adopted by this House, it is requesting that we give a one-off honorarium of Kshs1.5 million and a monthly pension of Kshs30,000. This is lucrative! However, we need to have a structured way and rules on how we are going to disburse this money."
