"content": "There is another issue which I think the Budget and Appropriations Committee and the National Treasury needs to address - that counties should be given money on a fixed term. They should be aware when they will receive it. If you go to a country like South Africa, they have set a fixed date. For example, at the end of June or on 1st September, they get the first allocation. Maybe, in January, they get the second allocation instead of being allocated monies when funds are available. They make their plans when they are given money. So, we should have something tangible. For example, the counties should know that on 1st January, they will be allocated a certain amount so that they can plan."
