    "content": "Madam Temporary Speaker, Clause 3(c) states that:- “A petition to a county assembly shall be in the form set out in the Schedule and shall— be written in respectful, decorous and temperate language;” What does the word “decorous” mean? Does it mean that the language should be as decorous as possible in your language? I would have thought that the word “respectful” and “temperate” would have been enough."
