    "content": "Clause 3(d) states that:- “A petition to a county assembly shall be in the form set out in the Schedule and shall— be free of alterations and interlineations in its text;” The word “interlineations” can be fairly complicated for a simple person who wants to petition. Therefore, we may think of some words which are simpler and which even a layman can understand. The Petition should be addressed to the county assembly, which is alright. Of course, later on the requirement under Clause 4(I)(a) is that it should be submitted to the respective clerk by the petitioner. Therefore, it may be useful, for the purposes of clarity, not to just address it to the county assembly, but to the clerk of the county assembly."
