    "content": "Madam Temporary Speaker, this Bill provides for a petitions register. This is important because we will track whatever petitions go to the county assembly. That register will be available to any member of the public in Kenya. The Bill talks about some forms which will be standard that will serve all the counties. This will create uniformity and harmony in handling petitions to county assemblies. There was nothing wrong with each county having its own procedure, but having one procedure creates unity in diversity."
