    "content": "Madam Temporary Chairperson, I beg to move:- THAT, the Bill be amended by inserting the following new clause immediately after Clause 25 – 25A. (1) Despite the provisions of this Act, each county shall establish a department responsible for firefighting and matters connected to firefighting. (2) The relevant assembly may, for purposes of subsection (1), enact a law to provide for – (a) Functions of the firefighting department including response and rescue services; and (c) Any other matter relevant to firefighting."
