"content": "Madam Temporary Speaker, I would like to congratulate Sen. (Dr.) Musuruve for being a champion for People with Disabilities (PWDs), because we have learned so much, as the Senate, because she has created awareness about the issues faced by PWDs. Madam Temporary Speaker, I was not even aware that people with hearing impairment did not even have sign language that would enable them to learn proper English. Since they are not able to learn proper English and our curriculum is in English, they do not have a chance at all to pass exams or even communicate in English. I am told that the Kenyan Sign Language falls a little short of making sure that the Standard English is taught to Persons with Disabilities (PWDs), especially those with hearing impairment. We have also been made aware by Sen. (Dr.) Musuruve that our teachers’ training colleges, universities, and middle level colleges do not even offer sign language training. What chance does a person with disability in this country have at all to learn, noting that it is a right of every child to have a decent education and a chance to communicate and be communicated to in a language they understand?"
