Chairman, I beg to move: THAT, Clause 54 of the Bill be amended by deleting the word “shall” and substituting therefor the word “may.” The justification for this is to allow Members to have leeway to either contribute to tier 1 of NSSF or even go to tier 2. When we use the word “shall”, it is a must. We are removing the word “shall” and replacing it with the word “may” to create some discretion and options."
