    "content": "Madam Temporary Deputy Chairlady, I had suggested that to avoid conflict with the Commissioners, this Parliament should define the roles of the Chief Executive Officer (CEO) because we have seen these conflicts. I am sure you must have seen what appeared in the public about two months ago about the conflicts in the Interim Independent Boundaries Review Commission (IIBRC). I would beseech the Minister that as Parliament is making the enabling law, we should have gone a step further to define the qualifications of the Secretary and also his role as the CEO so that we avoid conflicts with the Commissioners. Right now at the Interim Independent Electoral Commission (IIEC) the Minister has to know the roles of the Chairman and the CEO. The roles of the Chairman or the CEO are not well defined. This is because we did not define what the roles of the Secretary should be. I thought the Minister should have gone a step further to define the qualifications and the roles of the Secretary of the Commission."
