    "content": "that, an accounting officer for a national Government entity, the Parliamentary Service Commission (PSC) and the Judiciary shall be accountable to the National Assembly for ensuring that the resources of the respective entity for which he or she is the accounting officer are used in a way that is lawful, authorised, effective, efficient, economical and transparent. The above legal provisions as read together with others not expressly cited obligated the Fund Account Managers to appear before the Committee. Section 12(3) of the National Government Constituencies Development Fund (NG-CDF) Act No. 30 of 2015 provides that the Fund Account Manager shall own the authority to incur expenditure of the funds at the constituency. The Fund Account Managers were, therefore, invited to answer all the queries."
