    "content": "Madam Temporary Deputy Chairlady, I just wanted to clarify that the sense of the amendment that I proposed actually goes to specify the responsibilities of the Secretary. The reason why we have not gone into details of setting out the qualifications, as explained by the Minister, is that we also need to be careful not to over-legislate. Once we have the broad guidelines or principles, we also need to leave some latitude for administrative actions, especially after knowing that we have set very high standards for the Commission. We do not expect that the Commission will stoop too low below the standards that we have already set in the administrative action that they will take in the appointment of the Secretary. We are confident that this provision is efficient."
