    "content": "Government-Constituencies Development Fund (NG-CDF) Board should suspend Fund Account Managers and any other officers of the board who are under investigations by the EACC until those investigations are completed. That is the normal practice across the Government. Another issue is the ineffectiveness of the Constituency Oversight Committees (COCs). The Committee noted that the COCs were largely ineffective as a result of underfunding. Regulation 34 (4) of the NG-CDF Fund Regulations, 2016 provides that the COC shall be facilitated in performance of its activities by the funds allocated for monitoring and evaluation, provided that not more than 1 per cent of the allocated funds shall be used for that purpose. The budgetary allocation of 1 per cent cut-off cannot facilitate effective operations by the COC."
