    "content": "Madam Temporary Speaker, Article 1 of the Constitution of Kenya categorically declares that all the sovereign power belongs to the people of the Republic of Kenya. Article 10 of the Constitution says participation of the people in governance is one of the national values and a principle that must be adhered to. It also binds all State organs as well as State and public officers. So, in everything a State organ or a public officer does, and in every decision of governance; the people have been put at the centre of it and public participation must be realised."
