    "content": "Madam Temporary Speaker, under Article 174; the participation of people in the exercise of the powers of the state and in making decisions affecting them is again one of the objects and the principles. Articles 1, 10, 174 and 196 say that the Constitution enjoins every county assembly to, among others, facilitate public participation and involvement in the legislative and other business of the assembly and its committees. It even dictates under Article 196 that the county assemblies must ensure that the people participate in the legislation that they make and in the business of the entire assembly and its committees."
