"content": "The Constitution 2010 places the family at the centre of society. When we legislated the Constitution 2010, Article 53 of the Constitution was dedicated to the rights of a child. Attempts have been made to amend the Children Act and the laws which are relevant to the protection of the children, and particularly the girl-child. Those efforts have not succeeded and have not placed the girl-child where she rightly belongs. Hon. Millie Odhiambo, Hon. Soipan Tuya and I made efforts in the 11th Parliament to put Article 53 of the Constitution under the Children Act. We lost it because of the politics at the time. Article 53 of the Constitution says that all children have the right to parental responsibility which includes protection and care from all parents, whether they are married or not.
