    "content": "Madam Temporary Deputy Chairlady, while I see the mischief that hon. Gumbo is talking about, we already have an elaborate procedure on this issue in Parliament. We have the requirement that subsidiary legislation be tabled in the House within 21 days. We have a Committee of Parliament dealing with subsidiary legislation. Asking them to bring it and for us to debate is essentially defeating what the meaning of subsidiary legislation is. Basically, we are going to be amending the Act. The procedure that the House has is better, in the sense that subsidiary legislation is to be tabled in the House. If there are any issues any hon. Member wants to raise, they can be raised. If there are none, they do not have to weigh down Parliament with an unnecessary process. So, I would persuade the engineer to withdraw this amendment, but I have noted the mischief issue."
