    "content": "REMOVAL OF SEN. WERE AND ELECTION OF SEN. KWAMBOKA AS THE SENATE DEPUTY MINORITY WHIP Hon. Senators, following receipt in my office of a letter from the Senate Minority Leader, Sen. James Orengo, MP, it has become necessary that I make the following Communication to the Senate:- By a letter dated 3rd October, 2018 referenced: “Removal and Election of the Deputy Senate Minority Whip”, pursuant to Standing Order No. 20 1(d), (4) and (6)(b), the Senate Minority Leader informed me as follows: I wish to quote verbatim- “The NASA Coalition (Senate Parliamentary Group) at a meeting held on 20th September, 2018, and in accordance with Standing Order No.20(4), removed Sen. Petronila Were Lokorio, MP as the Deputy Senate Minority Whip. Subsequently, at the said meeting, the NASA Coalition (Senate Parliamentary Group), in accordance with Standing Order No.20(4), elected Sen. Beatrice Makori Kwamboka, MP as the Senate Deputy Minority Whip. Accordingly, under Standing Order No.20(6)(b), I hereby communicate to you in writing, the decision of the NASA Coalition Parliamentary Group and I have enclosed the minutes of the meeting at which the decision was made. Yours faithfully, James Orengo, EGH, Senior Counsel, MP, Minority Leader of the Senate.” Hon. Senators, upon receipt of this correspondence, I have extensively perused Standing Order No.20 and in particular paragraphs (1), (4), (5) and (6). Standing Order No. 20(1)(d) provides as follows- “(1) The second largest party or coalition of parties in the Senate shall be the Minority Party and shall elect–– (d) a Senator belonging to the party or coalition of parties to be the Deputy Senate Minority Whip.” Hon. Senators, in the present Senate, following the advice of the Registrar of Political Parties by a letter dated 12th September, 2017 Ref. RPP/ELE/3Volume 2, the Minority Party in this Senate is the NASA Coalition consisting of the following parties- (1) The Orange Democratic Movement (ODM); (2) The Wiper Democratic Movement-Kenya (Wiper); (3) Ford Kenya; (4) Amani National Congress (ANC); and, (5) Chama Cha Mashinani. The foregoing is sufficient, I think to show that the Minority Party for all purposes of the Senate is the NASA Coalition consisting of the named constituent parties.
