    "content": "Thank you, Mr. Deputy Speaker, Sir, for that clarification. It is, indeed, a very sad day that we have to come here yet again and speak on the unwarranted loss of lives of many Kenyans through an accident. This is not the first time this has happened. Each time this happens, we come here and decry our rules and regulations for not being enforced. We issue very strong statements like: “Never again will this happen or will motor vehicles be driven at night.” I can assure you that next week, something like this may happen. One thing that we need to emphasize in this country is discipline as a culture of the society. I sometimes feel that we are a society that is not disciplined. This is well reflected in the culture on the roads. Sometimes when most of us go overseas and are met by a Kenyan driver and he drives you from the airport, you will find that when he gets to a place where traffic lights indicate that he should stop, he stops. However, sometimes, I must admit, when the traffic lights indicate that we proceed and it is about to turn to yellow then red, I ask the driver to go fast because the lights are about to turn red, yet it is precisely at that time that the driver should slow down to stop. This culture of discipline must somehow be inculcated in the society as a whole, but in particular, among the drivers. One hears that the driver was aged 72. I am nearly getting there and I can still drive a private car well but when it comes to driving PSV vehicles involving many passengers, there should be an age limit for the drivers, which must be enforced. The PSV drivers must be checked every two years to see if they are behaving properly on the road. Mr. Deputy Speaker, Sir, some specifications should be put in place during assembling of these vehicles, which are mostly assembled locally.
