    "content": "Mr. Temporary Speaker, Sir, the buck must stop somewhere and I agree with Sen. Orengo. How can you have a vehicle on the road without lights at night? The traffic commandant of that area must resign. On this one, we are calling upon the President that heads must roll so that the traffic commandant makes sure that his officers on the road do not allow such a thing to happen. He should tell them that before he loses his job, they will lose their jobs. That is how it must be done. We must look at how bodies are being built because those are not passenger vehicles but lorries with chassis and mabati put on the sides. Any vehicle that should be allowed to carry passengers must have an anti-roll cage. Why is it that in all the accidents involving buses that have happened over the past few months and years, the vehicles look identical? The top is cut off neatly because they are just chassis of lorries with mabati put on the sides. The Committee on Roads and Transportation should get down to the issue of the bodies, the standards of vehicles that we have on the roads and the people in charge from the point of origin. If the bus left Nairobi, we should start with the traffic commandant for Nairobi going that way. If the bus left Kakamega, we should start from that side coming this way. That is the only way we will solve this problem.
