    "content": "road does not have markings and they have not done the completion layer at that particular point where the accident occurred. He wondered what I wanted him to do. He told me he raised the issue of his certificate of completion four years ago but the Kenya National Highways Authority (KeNHA) has never honoured it. It is the old practice of corruption that is finishing this country where when a new Chief Executive Officer (CEO) shows up in an office, because they were not part of the deal where the road was signed, they do not give proper consideration. Four years down the line, a certificate of completion of the Londiani- Muhoroni Road is sitting in offices of KeNHA and nobody cares. That was not the first accident. Almost on a monthly basis, trucks fall into that particular ditch. It is only coming to light this time because human lives were involved. However, on other occasions, you may find one or two members of the public sitting on the side of the road getting hurt but nothing is done. As a country, it is time we started charging people with professional negligence, including engineers. How do you sign a contract and four years down the line, somebody presents to you with a certificate but you never even bother to go and check? As I near completing my remarks, I want to remind our colleagues that there is a Roads Bill before this House. You will remember that when I was making my contribution on the Bill, I requested my colleagues not to give the NTSA less than 3 per cent from the Fuel Levy Fund. The reason is because part of their mandate is to do sensitisation and strictly do the job. We are blaming them that they are not preventing accidents from occurring but with what budget? If you are given an office but you are not properly equipped and given resources to do that particular job, how can you succeed? Therefore, I request that when the Kenya Roads Bill comes for the Second Reading, part of the things that we should consider during the amendment stage is to give 3 per cent of the Fuel Levy Fund to the NTSA, so that they perform their duties properly. With those many remarks, I say pole to the families. I thank you."
