"content": "Thank you, Mr. Temporary Speaker, Sir, for giving me the opportunity to also add my voice to what my fellow Senators have said. First of all, I would like to send my deepest condolences to the families, especially that family that lost six members. There is nothing that can be said that can comfort them. We have talked about these things for a long time. As speakers before me have said, it is about time some tangible actions, decisions or policies are made to stop this road carnage. Life is sacred. There is no reason for losing life. We have rules and regulations. Our biggest challenge is implementers and law enforcers. Let me refer again to the Michuki rules which were alluded to a few minutes ago. We do not have to reinvent the wheel. When the Michuki Rules came into force, accidents went down completely like it was magic. Why can the current Cabinet Secretary (CS) for the Ministry of Transport, Infrastructure, Housing and Urban Development; his office, Principal Secretaries (PSs) and other officers not see that these rules are revived and adhered to? Why can the departments which are charged with seeing that these are applied not make sure that they are applied? How many lives must be lost for them to have a wake- up call? I hope the 50 lives are a wakeup call enough for the Ministry of Transport, Infrastructure, Housing and Urban Development, Ministry of Interior and Coordination of National Government and the NTSA to see that every department plays its role to bring these accidents down. It is doable. We saw the late Cabinet Secretary (CS), Hon. Michuki, doing it. He did not do it alone. There are records. These are written policies which need to be implemented to the letter.
