"content": "framework will streamline the operations of NCPB, the cereals sector in the country and the manner in which farm subsidies are availed to farmers all over the country. The Committee will also strive to advise this House to look into irreducible budgetary lines that counties can allocate to agriculture to ensure food sufficiency and security. Mr. Temporary Speaker, Sir, from the work done so far, we are told some reasonable amount of money has been released and farmers are getting their payments. Thanks to the pressure that this House has exerted in the management of the cereal sector. You may have noted when we had sittings in Eldoret, the vibrant manner in which farmers presented their views to the Senate Committee that was also graced by the Speaker of the House, the Governor of Uasin Gishu County and many Senators who are not necessarily Members of the Committee, but came in as friends of the Committee. Consequent upon this, I do not want to take too long. I urge the House that this is not a Motion that concerns counties, but has far-reaching consequences on the management of the grain sector in the country. If passed, it will give the Committee an opportunity to continue discharging the excellent work that it is doing. Mr. Temporary Speaker, Sir, I urge that this House accepts this Motion. The Committee had audience with the Speaker and he has indicated his willingness to go along with the resolution of the House in extending the period and in continuing to give the necessary support to the Committee in terms of management, secretarial and research services, so that it concludes its work. The distinguished Senator for Uasin Gishu County, Sen. (Prof.) Kamar who is the Committee Chairperson is away in Brussels on official duty. As the Vice Chairperson, I have the humble opportunity to move this procedural Motion which does not need to illicit too much discussion because the House will have an opportunity to read and debate the final product that the Committee is undertaking. Once we get this extension, we will conclude the report of the Committee within the time framework sought by the Committee. Mr. Temporary Speaker, Sir, allow me to invite the distinguished Senator for Nyamira who is also a Member of the Committee to second this Motion."
