    "content": "Another problem is the foreign exchange losses. The budget for the Kenyan missions abroad is prepared in Kenya Shillings as per the requirement of the Public Finance Management Act but when the funds are budgeted and then transferred to recipient missions on quarterly basis to facilitate this transfer, there is multiple translations from Kenya Shillings to the currency of the mission and then to the currency of the recipient country. This leads to huge net foreign exchange losses which erode their already very minimal allocation."
