    "content": " Thank you, Hon. Temporary Deputy Speaker. I rise on Standing Order No. 53(3) which requires that immediately debate is concluded either on a Motion or a Bill, a Question is put. As one of the leadership of this House, I have a duty to request you that going by the issues at hand which are that most of our Members have travelled to the Kenya Private Sector Alliance (KEPSA) Conference to discuss the Big Four Agenda, we postpone the putting of the Question. Also, a few other Members are having training which has been organised by the Commonwealth Parliamentary Association. I would request that you defer putting of the Question to a later date."
