"content": "Secondly, the plenary also resolved to urge the members of the Pan-African Parliament to popularise this treaty to members of their respective national parliaments and communities in order to promote national ownership of benefits and the Protocol on Free Trade of Persons in the Socio-Economic Development of Africa. This is a very important protocol. We urge our House, including the Departmental Committee on Justice and Legal Affairs to look at how this protocol can be ratified in our House. I think Kenya has already ratified but we have not done enough sensitisation of this protocol to our citizens. The fifth resolution passed during this session was on winning the rights against corruption. It said that there was need to have a sustainable path to Africa’s transformation. In this resolution, the Pan-African Parliament encouraged the AU member states to amend the protocol into a living document whose relevance is felt by the citizenry. The second resolution was to deploy the mandate of the Pan-African Parliament to ensure there is universal ratification of the following AU legal instruments: The first one is the AU Convention on Preventing and Combating Corruption, 2003. I am pleased to say that our national Parliament has ratified this convention. The second one is the African Charter on Democracy, Elections and Governance that was passed in Addis Ababa in 2007. The third is the Protocol to the Constitutive Act of the AU relating to the Pan African Parliament that was passed in 2014. This protocol has not yet been ratified. I know it is with the relevant Committee of this House. The last one is the Amendments to the Protocol on the Statute of the African Court of Justice and Human Rights – Malabo 2014. This protocol is yet to be ratified and I know it is before the relevant committee of this House."
