    "content": "The question of hardship allowance is very serious. I want to request the Committee to look at this question critically and particularly, in the public service. Recently, the Departmental Committee on Finance and National Planning with the Commission on Revenue Allocation (CRA) went through the issues of Equalisation Fund. If you look at their Report, you will find the Commissioners reviewed the manner in which the Equalisation Fund will apply to capture sub-locations and areas as opposed to counties as was before."
