Just to alert the Departmental Committee on Administration and National Security that, yes it is true that the Petition makes some specific prayers but, of course, in couching our report, we must be alive to the provisions of Article 249(2)(b) of the Constitution. In Chapter 15, commissions are obviously independent and in the performance of their functions, they are not under the direction or control of any person or authority. So, we must be careful how we couch our recommendations so that they do not infringe the provisions of that Article 249. Member for Mwingi Central, you may present your Petition."
