    "content": "I now want to speak on the highlights of the proposed amendments. I am sure that Members have a copy of the Bill. Clause 2 of the Bill deals with amendments to certain definitions in the Act. The Bill defines “neighbourhood association” and “resident population”. The amendment defines the term “city” to mean a county which is also a city."
