    "content": "As I conclude, permit me to observe that this Bill is certainly one of the most important Bills in our country, coming from the Senate. It comes with a framework for regulating our urban areas and cities. It is a very important Bill. If we make further amendments and disagree with the Senate, we will end up with a mediation process. A mediation process is not a crime; it is provided for in the Senate. It is part of consensus building between the two Houses on legislation."
