    "content": "We need to look at the numbers even if it means going to mediation. Overall, I support this Bill because it gives direction on establishment of cities and markets. If we do not provide such direction, particularly with devolution, all sorts of structures will crop up all over the country. It will eventually be very difficult to plan them. This is the time to do it. With those remarks, I support."
