    "content": "Mr. Deputy Speaker, Sir, first, in order to settle somebody that you describe as a squatter, he must fall under the category of being poor and landless. You may not have land but you are not poor. So, you must meet those two categories. The other problem that we have with squatters, especially in the areas where it is known that we have many squatters is that, land is given to squatters and titles issued but the first thing that they do is to sell that land. This is a big, big problem in the coastal region. In fact, in some of the barazas that I was holding in Kwale, I was asking the local community why this is so. I had several cases were people were given land on the basis that they are squatters and the first thing that they did was to sell the land. But that is not to say that, that problem exists."
