    "content": "Secondly, the Bill refers to a representative of IEBC on those ad hoc committees. We need a definition of a representative because Article 83 of the Constitution limits members of the commission from holding other public offices. We will look at these issues in the Committee of the whole House. The most important issue is funding. We must consider that seriously because we cannot talk about all these good proposals without money."
