    "content": "Lastly, the list of services in the First Schedule is very limiting. For example, when you look at cities, they do not talk about Information and Communication Technology (ICT) infrastructure. It is not among the services that are listed. An ICT infrastructure is one of the key services in modern cities. It should be a shared ICT infrastructure. We do not want to see a scenario where people are digging trenches everyday. We want all operators to operate under one infrastructure so that we can have proper planning of technology in our cities.
